Contract Title:Procurement of goods for up to 38 renovated pre-school facilities
Reference No.ICB-03/A.1.2.1

The Republic of Moldovahas received a grant from the he Global Partnership for Education Fund toward the cost of the implementation of the Consolidated Action Plan on Education, and intends to apply part of the proceeds toward payments under the contracts for procurement of goods for up to 38 renovated pre-school facilities. Bidding process will be governed by the World Bank’s rules and procedures.

1. The Ministry of Education now invites sealed bids from eligible bidders for provision of the following goods for up to 38 renovated pre-school facilities:

  • Lot 1: Teaching Aid for Preschool Education (Models, Graphic Materials, Games, Devices & Equipment)
  • Lot 2: Furniture for Preschool Education Units – Kindergartens and Community Centers
  • Lot 3: Sports and Play Grounds for Preschool Education Units
2. Bidders may bid for one or several contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.

3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January2011 edition, and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest. 

4. The bidding documents shall be available after 16 August 2013. Interested eligible bidders may obtain further information from the Ministry of Education, Mr Ruslan Malai (email: ruslanmalaipge@gmail.com) and inspect the bidding documents during office hours from 09:00 to 17:00 hours, Monday to Friday, at the address given below.

5. Qualifications requirements include: (i) annual turnover over the last two years period shall be at least the amount of the Bid Price; (ii) the Bidder shall have at least 3 years of activity in supplying similar goods as offered in the bid; (iii) the Bidder shall include a list of two (2) contracts for the supply of similar goods as offered in the bid, accomplished by the bidder during the last 5 years of activity, indicating the approximate contract value, purchasers’ names, year of contract execution, project sites (final destinations) and contract information of persons whom the Purchaser can contact for references; A margin of preference for eligible national contractors shall be applied. Additional details are provided in the Bidding Documents.

5. A complete set of bidding documents in Englishlanguage may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee ofUSD 130 (one hundred thirty) or equivalent amount in Moldovan Leu (MDL). The method of payment will be through bank transfer. The document will be sent by airmail for overseas delivery and surface mail or courier for local delivery.

6. Bids must be delivered to the address belowon or before11:00 AM, 1 October 2013. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below at 11:00 AM on 1 October 2013. 
7. All bids must be accompanied by a Bid Security according to the form included in the bidding document of:

  • For Lot 1: minimum USD 2,200
  • For Lot 2: minimum USD 2,200
  • For Lot 3: minimum USD 1,900
Bid Security shall be valid until 4 February 2014,for twenty-eight (28) days beyond the original validity period of the bid. Bids shall remain valid until 8 January 2014,for the period of 100 days after the bid submission deadline date.
