The Republic of Moldova has received a grant in the amount of US$4.4 million from the Global Partnership for Education Fund toward the cost of the implementation of the Consolidated Action Plan on Education, and it intends to apply part of the proceeds for consulting services.
The consultant will identify needs for parental education by organizing focus group discussions (teachers, parents, grandparents, caregivers, etc.), which will highlight the needs for parenting education. He / she will also analyze the strategies developed in education, health and social protection field at the component - work with parents / parenting education, as well as develop the following deliverables:
- The concept of parenting education, as part of lifelong learning;
- The concept of parenting Strategy;
- The strategy for parenting programs from as early a stage as pregnancy;
- The methodology for parenting programs, including the parenting education at the level of pre-service and in-service training and design of an ongoing long term parenting program delivery system;
- The training materials for parenting programs;
- Guide for work with parents on inclusion.
The estimated duration of the assignment is 60 days, during May – October 2013.
The Ministry of Educationnow invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.The shortlisting criteria are:
• At least 5 years of experience in the field of education;
• Experience in design of parental programs and training programs;
• Previously implemented projects where parents were beneficiaries;
• Experience in other similar tasks (development, revision of Strategy in the education, health and social protection field);
• Collaboration with international partners activating in the similar field would be considered as advantage.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 edition, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
