REQUEST FOR EXPRESSIONS OF INTEREST(CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title:National Consulting Services to Assist MoE on the development of a training program on inclusive ECD and training preschool teachers, principals, methodologists, medical staff and social workers.

Reference No. CQS-07/A.2.1.3

The Republic of Moldova has received a grant in the amount of US$4.4 million from the Global Partnership for Education Fund toward the cost of the implementation of the Consolidated Action Plan on Education, and it intends to apply part of the proceeds for consulting services.

The objective of this assignment is the development of a Guide for work with parents on inclusion and a training program on inclusive ECD developed and delivered to preschool teachers, principals, methodologists, medical staff, social workers etc. Cross-sectorial staff (education, health and social protection) will be trained on how to promote inclusive education. 

During the period of assignment for the task, the Consultant will carry out the following activities: 

C.1 Training program.The consultant will carry out training activities for managers of institutions, educators, methodologists, medical staff and social workers. In order to achieve this task the following activities will be carried out:

i) Develop a Guide for work with parents on inclusion;
ii) Review the training module (developed by the Public Association “Woman and child - protection and support” under GPE project) focused on the inclusion of children with SEN and course support from the following perspectives:

  • Specific training needs of the following categories of trainees: managers of institutions, educators, methodologists, nurses and social workers;
  • specificity of working with parents on inclusion of children with SEN;
  • Integration of education, social and health services at the community level;
iii) Develop the training program materials; 
iv) Endorsement of the revised version by the Ministry of Education;
v) Translation of the module and course support into Russian;
vi) Carrying out the Module for 5740 participants representing 1435 community teams (1095 educators, 1435 managers, 340 methodists, 1435 social workers and 1435 nurses from the communities where kindergartens are in place).

C.2 Action Plan. The consultant will assist the trainees to develop an integrated action plan at the community level to support children with special needs and their families.

The estimated duration of the assignment is 4 months and consultant shall stay permanently in the Republic of Moldova.

The Ministry of Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:

  • At least 5 years’ experience in the in-service training;
  • At least 3 years’ experience in the training services on inclusion;
  • Experience in conducting similar assignments.
Qualifications regarded advantageous:
  • Collaboration with the international partners working in the similar field;
  • Prior experience with International Funding Agencies.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 edition, setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
